That means the jacket, vest, and pants are all made to fit like a size 40. The pants do not have a separate waist size (like 32 or 34); instead, they are proportioned to match the jacket size. For reference, a size 40 fits like a Small–Medium which means the pants is designed to fit someone that is a Small-Medium.
