Course Overview

The Tactical Emergency Casualty Care – Law Enforcement Officer (TECC-LEO) course delivers a focused, real-world approach to emergency trauma care. Adapted from the full TECC provider curriculum, this program emphasizes rapid, lifesaving interventions during active shooter events, mass casualty incidents, and other high-risk situations where immediate action is critical.

This course is not for the general public—it is tailored exclusively for first responders and law enforcement personnel operating in dynamic, tactical environments.

Expanded 2-Day Training Format

This program now includes a second full training day dedicated to hands-on practical application, ensuring participants not only learn the material—but can perform under pressure.

Day 1 – Classroom & Core Skills

• Foundational TECC principles
• Trauma assessment and MARCH algorithm
• Hemorrhage control, airway, and chest trauma care
• Introduction to tactical medical concepts

Day 2 – Practical Application & Scenarios

• Advanced hands-on skill stations
• High-intensity scenario-based simulations
• Team-based response exercises
• Decision-making under stress in realistic environments

This two-day structure reinforces retention, builds confidence, and prepares responders for real-world operational conditions.

Purpose & Outcomes

Core Skills & Competencies

By the end of this course, participants will be able to:

• Conduct rapid trauma assessments and triage
• Identify and prioritize life-threatening injuries
• Apply critical interventions, including:
  • Tourniquet application and wound packing
  • Airway management (nasopharyngeal airway – NPA)
  • Chest seal application for penetrating trauma
• Recognize and treat shock
• Perform casualty movement and rescue techniques

Phases of Tactical Care

Training is structured around the three operational phases of TECC:

Direct Threat Care (Hot Zone)

• Care under active threat conditions
• Focus on hemorrhage control and survivability

Indirect Threat Care (Warm Zone)

• Reduced but ongoing threat
• Expanded treatment: airway, breathing, circulation

Evacuation Care (Cold Zone)

• Casualty extraction and transport
• Continuous monitoring and preparation for EMS handoff

Course Content & Hands-On Training

Participants will engage in both classroom instruction and practical application, including:

• Hemorrhage control (tourniquets, pressure dressings, hemostatic)
• Airway and breathing management
• Chest trauma treatment (chest seals)
• Rapid patient assessment using the MARCH algorithm
• Rescue tactics (drags, carries, use of cover)
• Mass casualty response fundamentals
• Scenario-based simulations and skill stations

Certification

Upon successful completion, participants receive:

• Official TECC-LEO Provider Certificate
• Provider Card (Valid for 4 Years)
• Continuing Education Credits (CAPCE)
