1980s or early 1990s monochrome polka dot chiffon ruffle dress. This is a great example of playful formal wear from high-end American designer Victor Costa and has a beautiful, ruched bodice and an asymmetric neckline. One shoulder has a wide black velvet shoulder strap while the alternate shoulder is edged in ruffle trim and topped with a black velvet bow. The skirt has 4 tiered rows of ruffles that cascade into a waterfall effect and it has a slightly flared knee length skirt. The dress fastens to the side with the original zip and is fully lined.
