As it became more apparent that the 809th Engineer Battalion (Construction) was nearing the end of its missions and were preparing to redeploy to the United States, rentless work went into completing Route 223. On 15 June 1970, an amendment to the job directive greatly reduced the scope of work for Route 223. The new scope of work required the Battalion to complete a laterite surface road of 8 meters width, including shoulders, from KM 0+00 to KM 18+395. All drainage structures, grading and ditching was to be completed over this section to include grading and ditching plus two 10 meter and one 70 meter reinforced concrete bridges.
