I take this guy for a boxer in his red shorts with green waist band and brown gloved hands—and one can dance him around like a butterfly from the dowel in his back!  One can position his swinging arms to stay in a pose—fists raised, or arms over head as if just declared champion! Early 20th c. or so I believe, with the dowel firmly stuck in him, making for easy hanging when not being danced around!

9 5/8 t x 9 7/8 d with dowel. Very good condition. Dowel seems to be permanently stuck in his back.
